Dr. Hsu is a senior environmental engineer with more than 10 years of professional experience in research and consulting associated with water resource management, water quality treatment, chemistry, and environmental fate and transport of emerging contaminants. He also has over 8 years of compliance experience in storm water/on-storm water National Pollutant Discharge Elimination System (NPDES) permitting and in-depth regulatory analysis, including Clean Water Act (CWA), California Basin Plans, California Toxic Rule (CTR)/ National Toxic Rule (NTR), Drinking Water Standards, and Total Maximum Daily Loads (TMDLs). He gained extensive knowledge of municipal Separate Storm Sewer Systems (MS4) permitting while completing his doctoral project “Feasibility Study for the Dry Weather Flow Diversion of Storm Drain Outfalls to Sanitary Treatment System” for Disneyland.
He has provided best management practices (BMPs) recommendations and evaluation, provided engineering/ research/ technical support, and prepared compliance documents for municipalities and industrial facilities throughout California. He has provided various CWA litigation supports and engineering analysis on surface water and water resources matters. He also has managed different environmental projects which include NPDES permitting, stormwater, surface water, wastewater, and waste discharge requirements associated with monitoring and treatment process optimization and established strong client relationships.
Dr. Hsu is a NPDES permitting expert and an expert in engineering analysis/ evaluation and data interpretation. He is a licensed Professional Engineer (Civil) in the State of California and he holds numerous storm water-related professional certifications issued through the California State Water Resources Control Board and Regional Water Quality Control Boards.
