

David Rugh is a Principal Hydrogeologist with more than 17 years of experience in consulting hydrogeology and has managed hydrogeologic characterization and regulatory compliance of proposed, operating, and former mining sites, industrial sites, and solid waste facilities throughout North America. He works closely with his clients and State/Federal agencies to seek science-based solutions which balance client expectations, stakeholder inputs, and regulatory authority. He has experience assessing impacts and exposure pathways related to metals, petroleum hydrocarbons, VOCs, CVOCs, PCBs, energetics/propellants, radionuclides, and dioxins/furans.
His mining industry experience includes base metals, precious metals, phosphorite, aggregate, and battery minerals projects; specifically assisting with permitting, operational, environmental, and closure strategies. Mr. Rugh focuses on characterizing complex hydrogeologic environments and evaluating water management, supply, treatment, storage, infiltration, and discharge alternatives.
Mr. Rugh’s environmental experience includes hydrogeologic support and project management at State and Federal cleanup sites such as former pulp/paper facilities, metal plating operations, bulk and retail petroleum storage, dry cleaning facilities, explosives manufacturing facilities, former untreated stormwater discharge locations, and producing oil/natural gas facilities in mountain, coastal, rural, and urban areas.
