Mr. Skaggs is a Board-certified environmental scientist and Principal Geoscientist with GSI and has 25 years of professional experience supporting his clients on complex environmental projects involving oil & gas, toxic tort and citizen litigation, compliance, permitting, regulatory enforcement, site assessment and remediation, environmental due diligence, and risk-based regulatory site closure strategies. Mr. Skaggs is an expert in the design, implementation, and interpretation of the results from environmental assessments with experience developing complex conceptual site models involving the assessment of soil, soil vapor, groundwater, sediment, and surface water. He has addressed a wide variety of chemicals, including per- and polyfluoroalkyl substances (PFAS), petroleum hydrocarbons, chlorinated solvents, metals, and polycyclic aromatic hydrocarbons. In addition, he has extensive knowledge of state risk-based correction action programs including the Texas Commission on Environmental Quality (TCEQ) Texas Risk Reduction Program Rules (TRRP) and the Railroad Commission of Texas (RRC) cleanup standards. He is an instructor on the annual GSI TRRP training course, which is both presented to the public and to TCEQ staff.
