Mr. Hillyard is a Principal Engineer with over 22 years of environmental consulting experience and a focus on providing engineering and compliance support for industrial facilities and construction sites.
He regularly conducts and/or directs stormwater site inspections and sampling, provides litigation support, recommends best management practices (BMPs), designs stormwater treatment systems, and prepares Stormwater Pollution Prevention Plans (SWPPPs). To respond to stormwater quality challenges, Mr. Hillyard conducts pollutant assessments, hydrologic/hydraulic analyses, and stormwater treatment evaluations and works with clients to develop correction action plans to properly manage and treat stormwater, when necessary.
Mr. Hillyard provides engineering support for landfills to support construction, closure, the implementation of erosion and sediment controls, and surface water drainage design. His diverse background also includes wastewater management and permitting, climate change assessment, soil and water quality investigations and remediation for a variety of chemicals of concern, stream flow modeling, and permitting. Mr. Hillyard is a Qualified Industrial Stormwater Practitioner (QISP) Trainer of Record (ToR), a Qualified Stormwater Pollution Prevention Plan Developer/Practitioner (QSD/QSP) for construction-related stormwater, and a Certified Professional in Erosion and Sediment Control (CPESC).
