Mr. Moreno’s career is filled with the successful completion of many high profile, high value, noteworthy and award-winning projects. These include the elimination of flooding hazards to large urban populations, the introduction and development of the Nation’s initial water reuse programs, the reactivation of dormant DOD facilities, the introduction of the Nation’s first automated toll road systems, implementation of large municipal Clean Water Programs, large scale design-build of highway, bridge and tunnel transportation programs, statewide bridge seismic retrofit programs and the large scale development of the world’s first third generation biofuels technology and companion production facility. These efforts all required the redress of many complicating factors and impediments including technical challenges, implementation hurdles, financial constraints, jurisdictional and legal conflicts, outside party opposition, stranded prior efforts and investments, media scrutiny and public indifference or skepticism. All of Mr. Moreno’s professional assignments have delivered safe, timely, cost effective and sustainable outcomes for the public, the project sponsors, the responsible agencies, the policy makers and other vested stakeholders.
