Mr. Simpson has 35 years of experience conducting environmental and geotechnical studies for a wide variety of projects, including sites with soil and groundwater impacted with hydrocarbons, solvents, metals, pesticides, PCBs, perchlorate, dioxins/furans and other contaminants. He has been the project manager or responsible engineer on numerous site closure and soil/groundwater remediation projects and is skilled in working with local, state, and federal regulatory agencies. He has directed numerous site investigations in compliance with the National Contingency Plan (NCP) and has developed remedial cost allocations between PRPs. He routinely provides technical support to legal counsel as both an expert witness and litigation consultant and has provided expert testimony in depositions and courtroom proceedings for both the California State Superior Court and in United States District Courts.
Mr. Simpson has provided technical and strategic support to numerous industrial and municipal clients on issues related to Clean Water Act Compliance, including the evolving NPDES stormwater regulations, Waste Discharge Requirements and Total Maximum Daily Loads. Mr. Simpson has successfully negotiated stormwater permit terms with the State Water Resources Control Board and most Regional Water Quality Control Boards and has provided the technical defense and expert consulting for numerous discharger faced with third-party, criminal, and regulatory enforcement actions.
Mr. Simpson was appointed by the State Water Resources Control Board to be a member of the Industrial General Permit Training Team (IGPTT) tasked with developing training content and testing requirements for Qualified Industrial Stormwater Practitioner (QISP), and critical aspect of the newly adopted Industrial General Permit. Mr. Simpson was also the lead technical representative for the scrap metal recycling stakeholders in negotiating the Scrap Metal Recycling Sector Permit that was adopted by the Santa Ana Regional Water Quality Control Board. Mr. Simpson is a Trainer of Record (TOR) and QISP under the current Industrial General Permit.
